- Is it possible to register with a username and password on eID for the purpose of logging in to the Electronic Invoice System?
In order to successfully log in to the Electronic Invoice System, registration with a qualified electronic certificate or username and password is required, along with the mandatory download and installation of the ConsentID application. Therefore, registration with just a username and password is not possible. - Where can I download a qualified electronic certificate?
Qualified electronic certificates are issued by the following certification bodies:
- Public Enterprise "Post of Serbia"
- Chamber of Commerce of Serbia
- Ministry of Internal Affairs of the Republic of Serbia (free of charge on an ID card)
- Halcom a.d. Belgrade
- "E-Smart Systems" d.o.o.
- Certification Body of the Office for Information Technology and Electronic Governance
All relevant information on downloading qualified electronic certificates and installing the necessary software can be found on the certification body portals. - Who opens an account on the Electronic Invoice System?
In accordance with the Regulation on the method and procedure for registering for access to the electronic invoice system, the method of accessing and using the electronic invoice system and the method of using data available in the electronic invoice system ("Official Gazette of the Republic of Serbia", No. 69 of July 9, 2021, 132 of December 30, 2021, 46 of April 8, 2022), registration for access to the electronic invoice system is carried out by the legal representative of the business entity, or the business entity in person in the case when the business entity is a natural person (hereinafter: the original authorized person). - How does a legal representative register multiple companies on the e-Invoice System?
When a legal representative registers an entity on the e-Invoice System, the new entity for which the legal representative is registering is registered by clicking on the name of the already registered entity (in the upper right corner of the e-Invoice System user interface), selecting the option “Add new company”, which will open a window for selecting the “Type of entity”.

Instructions for issuing an electronic invoice/advance invoice paid on the basis of a pro forma invoice (offer):
The issuer of the electronic invoice/advance invoice is obliged to enter the pro forma invoice (offer) number identical to the one on the basis of which the payment was made in the appropriate field in the electronic invoice system (purchase order number/invoice number/offer number).
Instructions for the debtor's debt cancellation operation:
The issuer of the electronic invoice (creditor) is obliged to perform the debtor's debt cancellation operation in the central invoice registry, so that the debtor is not re-borrowed for the amount already settled under a previously issued pro forma invoice (offer).
Important note : The debtor's debt cancellation operation in the central invoice registry does not have any effect on the issued electronic invoice in the Electronic Invoice System. - How do you add a new user in the E-Invoice System?
In the E-Invoice System, the legal representative/administrator adds a new user by selecting the “Users” option in the “Settings” section, then “Add new user”, which opens a new window where you enter the user's email address, select the user role, the date from which the user can access the system, and optionally the date until which they can access the system.

Depending on the type of entity, you need to check with the appropriate competent institution (Treasury Administration, Business Registers Agency, Tax Administration, etc.) whether all relevant data on the legal representative has been updated. - Can a user in the e-Invoice System have multiple roles?
The roles that a user can have in the e-Invoice System are:
- Auditor
- User for outgoing documents
- User for incoming documents
- User
- Administrator
One user can only have one role in the system. User roles can be changed.
